The sixth edition of the Guide has been created to assess the cost of office projects at an early stage and manage stakeholder expectations.

ABD architects and CORE.XP presented the sixth edition of the annual Office Fit-Out Cost Guide. The research remains one of the most objective sources of data on the office construction and interiors market.

Market stabilisation: price growth slows to 3–5%

According to CORE.XP, in 2025 the office fit-out market showed slowing inflation after two years of rapid growth. Cost increases in mid-range and baseline segments reached just 3–5%, while the strengthened rouble offset rising labour costs.

Average cost per square metre for high-end fit-out in 2025 reached 367,932 roubles, mid-range fit-out 201,751 roubles, baseline 128,197 roubles, excluding VAT.

For the first time in recent years, office space structure has changed noticeably. While once workstation cost was the key budget indicator, up to 50% of furniture expenditure now goes to collaborative zones, meeting rooms, and breakout areas.

“The 2025 Guide draws on the analysis of 32 completed projects totalling over 225,000 m² and includes current pricing for fit-out works, furniture, MEP systems, and acoustic solutions. We are seeing relative market stabilisation. Growth in specialist fit-out wages remains a driver, but reduced import procurement costs are making the market more predictable,” notes Mikhail Kaplun, Director of Construction and Fit-Out Project Management at CORE.XP.

Green technologies enhance office assets

According to research, properties with green certification command a 3–4% rental premium and an 8–16% premium on capital value compared with similar projects. 

Energy-efficient solutions reduce energy consumption by 30–40%, and water-saving systems cut water use by 20%..

Acoustics and comfort: productivity begins with sound

Research by ABD architects and CORE.XP demonstrates that acoustic environment directly affects team performance. Errors at design and fit-out stage can result in up to 20 dB loss of sound insulation, substantially reducing comfort. 

The 2025 Guide pays particular attention to practical solutions, from acoustic lighting and curtains to efficient openspace zoning.

Technology: the smart office as the new standard

Companies are increasingly implementing digital solutions for office management. Booking systems, access control, climate control, and lighting become part of a smart office ecosystem.

These solutions help to:

  • reduce administrative costs;
  • increase team productivity;
  • optimise operational costs and energy consumption.

Return to the office and generational theory

ABD architects and CORE.XP are observing a sustained return of employees to offices. Hybrid format is gradually replacing remote work: employers are once again prioritising face-to-face interaction, mentorship, and corporate culture. 

Contemporary offices are designed with the needs of three generations in mind—X, Y, and Z—reflected in spatial planning, colour palettes, and well-being services.
